How to rebuild New Orleans

Everybody is talking about how the levees in New Orleans have to be built stronger. I agree, but I have an idea that would ensure that New Orleans never suffers the same disastrous fate again… drum roll please … all structures located in areas below sea level should be built on… stilts!
